Richard T. Garcia Mr. Garcia is the principal of the 3RB Consulting Group, LLC. The 3RB Consulting Group, LLC utilizes its extensive global network to connect companies and/or clients together that may need services in Cyber Security, Network Assessments and Cyber Training through partnership with Cy-Vantage, LLC, and analytical analysis of complex data to support investigations/cases for Law Firms, Corporate and Government Clients.
Mr. Garcia is a graduated from Texas State University with a bachelor’s degree in Criminal Justice and was named a Distinguished Alumnus at Texas State in 2005. In 2019, Mr. Garcia was named to the Board of Trustees for the Development Foundation at Texas State University where he and his spouse started a scholarship endowment fund for first generation college students.Upon his graduation, Mr. Garcia joined the Dallas Police Department and after five years joined the FBI where he retired after 25 years of service in 2005 as the Assistant Director in Charge of the Los Angeles Field Office.

During his career with the FBI, Mr. Garcia received numerous awards for complex investigative and managerial operations to include the Attorney General’s Award for his investigative/undercover activities in a major drug investigation in Miami entitled “Cat-Com” and the Presidential Rank Award for his role in supporting the Robert Hanssen Russian espionage case to name a few. Upon retirement with the FBI, he joined Shell Oil Company as their Global Security Manager with responsibility of the Western Hemisphere and Global responsibility for gathering intelligence regarding terrorism threats in the Oil and Gas industry. After completing his position at Shell Oil Company, Mr. Garcia took a position as Senior Vice President at Vanguard Defense Industries, a start-up company producing Unmanned Aerial helicopter Systems.

Finally, Mr. Garcia utilizing his extensive experience and network, started the 3RB Consulting Group.Mr. Garcia also volunteers for various Boards and other law enforcement related organizations, to include the National Sheriff’s Association, the Hispanic American Police Command Officers Association, International Association of Chiefs of Police and the Society of Former Agents of the FBI. Mr. Garcia has previously served on the Board of Directors for the North Texas Crime Commission, the Energy Security Council as well as a member of the National Board for the FBI’s InfraGard program. Mr. Garcia still maintains memberships and activities in all these organizations. Mr. Garcia lastly, volunteers and participates with the Houston Livestock Show and Rodeo where serves as one of the Directors on their board.
